The Maxis Sims Site is the official site for the game. Make this your first stop.
Maxis offers their own families, homes, NPC's, music, programs, objects, skins and patches for the game.
But the main draw is the tens of thousands of homes and families that game players have created and uploaded to the Exchange. You can search by a variety of parameters (lot, type of family, net worth, skill level, astrological sign, body type, gender, expansion pack, etc.) to find what you are looking for. There are also photo albums with "illustrated stories" about Sim life. It's a great way to populate your game quickly.
There are 2 drawbacks to downloading from Maxis. One is that there usually are no shopping lists of objects for the homes, so you will get a popup in the game telling you that some objects are missing. But that's ok since you can just put in your favorite objects, and some creators include information in their photo albums about the objects they use and where to find them.
The other drawback is that some files are corrupted. Lots may be missing a portal or a character might be missing a head. These can sometimes crash your game. If you have this problem, you can simply delete that house or family and replace it with a good one.
If you find an individual creator's stuff that you like, you can visit their page to see what else they have. Visit my page to see the families and homes that I have uploaded. I'm mighty proud of them.
